You just have to think of the saddest moment happened to you before or things that you do not want to happen to yourself or to some very important to you. Or if you do not have any of those, just stare on something and don’t move your eyeballs for a long time until you cry
If you actually want to fake cry, being an actor I can help you and trust me this will work, if it’s normal like nothing serious and you need tears,let your eyes open for 2 minutes and automatically you will see tears rolling down..
And if you don’t have that 2 min, take Vicks and apply a very small tip of it near eyes and you will see tears coming
Think about when someone or something close to you died and that pain in your heart is just hiding away. This might get you emotional and in thought enough to make a grown man cry. Or go the easy way out ,just use eye drops when no ones looking. My childhood has thought me that experimenting with vapor or menthol rub ,inserted in your eyes get you water them eyeballs real quick and easy too.

When you want to cry fake the best way is to concentrate at something like select anything you want to stare at start staring at it, and tears will start rolling out from your eyes for sure. Make sure not to blink and be sad from heart while doing that.
